S. Hatley, Vice President of Institutional and Public Development
Elbert S. Hatley is the Vice President of Institutional
and Public Development. Hatley joins us from both Hatley Associates
Inc. and Hill Community Development Corporation (Hill CDC). In the past,
Hatley has focused his energy into Hatley Associates Inc., a consulting
firm for non-profits and for-profit entities. In his capacity at the
Hill CDC, Hatley served as the Executive Director where he worked profusely
to forge consensus to create a climate conducive to initiate redevelopment
in the Hill District. Hatley’s primary focus was to plan, market,
implement and manage a revitalization and redevelopment plan. With public/private
partners Hatley assisted in leveraging over $280 million dollars of
investment to the Hill District. Hatley’s knowledge, ability,
and interpersonal skills contributed to the growth of the community.
Also, his connections and interactions with the community as well as
build maintain and cultivate relationships with public and government
entities contributed to the progress since 1990.
Hatley has a wide range of experience from an Executive Director of
a major CDC to an independent development consultant to hundreds of
non-profit and for-profit entities to public relations manager and specialist
to associate director. Hatley has participated in over $300 million
in real estate development investments over the last 25 years. Hatley
brings his experiences and problem solving skills to Ebony Development
which is a valuable resource for how to improve the quality of life
for residents via a strategy of community economic revitalization and
sustainability. Hatley experience and expertise will bring tremendous
value and visibility to the services offered in community planning,
feasibly studies and development packages. As Vice President of Real
Estate Operations, currently participates in a wide range of projects
which include: mix-use Main Street developments, Urban Revitalization
Projects, Downtown Housing Initiatives, and Inner City Brownfield Revitalization
projects. Hatley is a member of the African American Chamber of Commerce,
National Association of Industrial and Office Properties (NAIOP), International
Council of Shopping Centers (ICSC), and Pittsburgh History and Landmarks
Foundation (PHLF).
Hatley received a Bachelor of Arts in Geography & Political Science
from North Carolina Central University. He has received continued education
training from: Fannie Mae Housing Community Development University,
September 2002; National Congress on Community Economic Development,
October 2001; Neighborhood Reinvestment Training Institute, 2000; and
University of Pittsburgh School of Social Work Workshop on Building
Community Assets, 1995.
